I tried moving the Oxford Inflator VST dll out of the Cubase VST plugins directory and everything worked fine. Unfortunately, since I've done this, starting up Cubase 4.0.2 causes my machine to crash - by which I mean actually reboot! This happens at the point of loading the Oxford Inflator. I successfully installed Oxford Inflator and synchronised the license. So I downloaded the PaceAP 64-bit drivers for the iLok and everything seems to work ok. I recently bought the Sony Oxford (or Sonnox) Inflator as a Native VST. I've installed the Synchrosoft dongle ok and Cubase 4 is working, Voxengo plug-ins are fine, E-Mu XBoard is working, Kontakt and all of my Spectrasonics VSTs are great.
I recently rebuilt my main DAW on XP64 (I think the correct name is XP Professional 圆4).
